Question for referees

I got an e-mail from Dragos Corcoveanu from Romania about an issue he would like to bring to attention.

"Hello Charlie,

One issue concerning last Nemiroff 2009.

In Open left hand weight class, during a match between Iron Oncescu and John Brzenk, was a fair-play attitude of Oncescu who decided not to risk to break Brzenk's finger and decided to slip-out. Later Oncescu said that he have too much respect for John Brzenk and don't want to injure his opponent. The crowd appreciated romanian's fair-play attitude. After match restarted, Oncescu lost it by 2 elbow fouls and finally ranked 6th!

One question for referees is, if you take a look at the attached picture, if it's dangerous position at Brzenk, being in defensive position with shoulders below the table?

What would happen if Oncescu would do a push?

Thanks

Dragos Corcoveanu (Romania)"

Answer from Leonard Harkless, WAF Head Referee:

"You cannot tell whether Brzenks hand is past center or not, also the angle down is so slight that you would not call this even if they were in the center or a little past center."

Answer from Marcin Mielniczuk, PAL Technical Referee:

"Hello Charlie!

I saw this question at your site and I think, that as a PAL Technical Referee I can reply for this question.

Firstly, this tournament was organized by Professional Armwrestling League Ltd. In our rules for Nemiroff 2009 there is no dangerous position. That was said during referees meeting before tournament.

Secondly as you can see - Johns shoulders are not under table.
Additionally he have his shoulders over elbow pad so - there is no dangerous position.

After all there was a slip out. And in this moment there was 2 ways to solve this problem. In one way - Johns finger was open so - it could be intentional foul (slip out). But in other way - Ion Oncescu decided to slip-out by opening his grip. So - that could be a foul too.

I think that strap match was in this situation fair for all.
